What is Firearm Competency?

Firearm competency is not a license for a firearm. Firearm competency qualifies you to own, possess and use your own firearm legally. Before you can buy a firearm, you will be required to achieve competency in “The Firearm Control Act”. Then you will need to achieve competency in the type of firearm you would like to purchase or own. For example: A Handgun (Pistols & Revolvers); Shotguns; Manually Operated Rifles (Bolt Action Rifles) and Self-Loading Rifles (Semi-Automatic Rifles)

First Time Applicants

Under the Firearms Control Act (Act 60 of 2000) you are required to achieve Competency. Before you can handle and use any specific firearm, Competency must be achieved in the “Knowledge of the Firearms Control Act.” – Unit Standard 117705. After achieving Unit Standard 117705 the student can obtain the remainder of their required competencies.

Unit Standard 119649 Handgun Competency:

This will allow you to possess and own a handgun (Pistol or Revolver). You are allowed to own one handgun for self defence under section 13. It is possible to own a second handgun for occasional hunting and/or sport shooting under section 15

Unit Standard 119651 Manually Operated Rifle Competency:

This will allow you to possess and own your own bolt, pump, lever action rifles. You are permitted to own two rifles for either hunting or sport shooting. You could apply for a third rifle; however, this means that you allocation if full and you cannot own a shotgun.

Unit Standard 119652 Shotgun competency:

This will allow you to possess and own your own brake neck or pump action shotgun. You are allowed to own one shotgun, if you do not own any rifles, you could add more shotguns to your name. Note that there are restrictions on licensing self-loading (Semi-Auto) shotguns.

Unit Standard 119650 Self-Loading Rifle Competency:

This will allow you to possess a self-loading (Semi-Automatic) rifle but be aware of strict licensing requirements.

 

Method and Cost:

You can study and write all the above competencies at the same time, or you could do them one at a time starting with the “Knowledge Of The Firearm Control Act”. You will be required to come to our facility to receive your self-study guide. This will include your “Formative Exam” (Open Book Test) that you will be required to complete with a black pen. Once you have completed your Formative Exam and you feel that you are ready to write your “Summative Assessment” (Closed Book Exam) at our premises, you are required to phone our facility to ask about our next “Course” date with one of our instructors. Starting time is 8am on-the-dot! Learners are welcome to ask the instructor for any assistance prior to the Summative Assessment, however when the exam has started no assistance may be given. Note that all electronic devices will have to be switched off. This process will apply to all the unit standards. Once a learner has passed his/her Formative and Summative Assessments the learner will be taken to the shooting range located on our premises for his/her practical exam.

 

Cost of Self-study guides:

  • Knowledge Of The Firearm Control Act = R1,000
  • Competency for Handgun = R1,000
  • Competency for Manually Operated Rifle = R1,000
  • Competency for Self-Loading Rifle = R1,000
  • Competency for Shotgun = R1,000

**Note that we will supply the learner with ear and eye protection, the relevant type of firearm and ammunition. There are no hidden costs. Once a learner has passed their theoretical and practical exam their documents will be sent in to receive their certificate and Statement of Results. This process normally takes 14 days. Once a learner has received their certificate and Statement of Results the learner will be required to complete the SAP 517 (Application for a Competency Certificate) form. The learner will be required to take the above mentioned form and the following documentation to their local SAP Firearm Office:

  • Copy of learners ID document.
  • Copy of learners shooting certificate.
  • Copy of learners Statement of Results.
  • If married a testimony from you wife if not married testimony from a family member.
  • Testimony from either neighbour or good friend.
  • 2 x Passport photos
  • R368.00 Cash.

We cannot comment as to how long your application for competency with the SAP will take, however on average our clients are receiving their competency approvals between 3 to 4 months. Note that everything takes place on our facility. The lecture room and shooting range are on our premises. We also have a gun shop where we sell firearms, ammunition, and all other accessories. We help with firearm applications, and we can also assist you with your motivation letter.

Further Competencies

This section is for those who have already achieved the Unit Standard 117705 Knowledge of the Firearms Control Act (Act No. 60 of 2000) and who wish to attain more unit standards such as Handgun, Manually Operated Rifle, Shotgun and Self-Loading Rifle. It is also for those who work in the security industry who are required to obtain competencies for business use.

Renewal of Competencies

This section is for those who’s competencies are about to expire and those who need to renew their competencies. Note that you are required to apply for your renewal with the SAP 90 days prior to expiry.

 

You will be required to complete the SAP 517(G) form. The learner will be required to take the above mentioned form and the following documentation to their local SAP Firearm Office:

  • Copy of learners ID document.
  • Copy of learners shooting certificate.
  • Copy of learners Statement of Results.
  • If married a testimony from you wife if not married testimony from a family member.
  • Testimony from either neighbour or good friend.
  • 2 x Passport photos.
  • R368.00 Cash.
